This comparison summarizes public information as of October 2026. Rates, limits and income thresholds change with government policy, so check the latest notices from the Housing & Urban Fund and the Korea Housing Finance Corp. before applying. This is not financial advice; final eligibility and limits are decided at screening.

Who runs each loan, and how

Didimdol (디딤돌, literally "stepping stone") is the flagship home purchase loan of the Ministry of Land, Infrastructure and Transport, funded by the Housing & Urban Fund. It targets households that do not own a home, so its rates are usually the lowest available, but the rules on income, net assets, price and floor area are tight. You apply online through the Fund's portal or at a partner bank.

Bogeumjari (보금자리론, "nest loan") is a long-term fixed-rate mortgage supplied by the Korea Housing Finance Corp. (HF). Its income, price and limit rules are broader than Didimdol, and its key strength is a rate that stays fixed for the whole term. Rates are announced monthly, and discounts make a big difference.

In one sentence: if you qualify, Didimdol is usually cheaper; if you need more income headroom, a pricier home or a bigger loan, Bogeumjari is the alternative. Both programs use screening rules that differ from regular bank mortgages, so they can help even when a bank mortgage is capped by DSR. For how bank limits work, see LTV, DSR and stress DSR explained.

A note for foreign residents: these government loans are generally designed for Korean nationals who are heads of household. If you are a foreign national, or part of a mixed-nationality household, confirm eligibility with the Fund or HF before planning around them.

LTV may be applied lower depending on region and policy. Your limit is the smaller of the cap in the table and "home price × LTV". "Newlyweds" means couples married within the last 7 years.

Six steps to pick the right loan

  1. Do you own a home, and are you the head of household? Didimdol requires a homeless head of household. One-home owners can consider Bogeumjari if they sell their current home within two years.
  2. Age and marital status. Single heads of household under 30 cannot use Didimdol, so Bogeumjari is usually the realistic choice.
  3. Combined income. Newlyweds look at Didimdol's ₩85M line; families with two children look at ₩70M. Above those, Bogeumjari opens up to ₩100M depending on the number of children.
  4. Net assets. Didimdol requires combined net assets (assets minus debts) of ₩511M or less.
  5. The home's price and size. Check the ₩500M or ₩600M price line and the 85㎡ exclusive-area line. A larger unit may only fit Bogeumjari.
  6. How much you need and the monthly payment. Does Didimdol's cap cover your closing? If not, is Bogeumjari's bigger limit worth its higher rate?

If you had a baby in the last two years, check the even cheaper newborn special loan first.

Worked examples

Example A: newlyweds, first-time buyers, ₩600M apartment

Married three years, combined income ₩80M, net assets ₩200M, 84㎡ apartment priced at ₩600M.

The rates are assumptions picked within each program's range. Didimdol costs about ₩640,000 less per month but needs ₩100M more of your own cash. Short on cash? Bogeumjari. Enough cash? Didimdol usually wins.

Example B: single 28-year-old office worker, ₩400M villa

Income ₩50M, first-time buyer. Didimdol is out because the buyer is a single head of household under 30. Bogeumjari works (income under ₩70M, price under ₩600M), and the limit is the smaller of ₩420M and ₩400M × 80% = ₩320M, so ₩320M. If the buyer were not a first-time buyer, it would be the smaller of ₩360M and ₩400M × 70% = ₩280M, so ₩280M.

Example C: family with two children, ₩550M apartment

Combined income ₩68M, not first-time buyers. Didimdol: the two-child income line of ₩70M and price line of ₩600M are met, and the limit is the smaller of ₩320M and ₩550M × 70% = ₩385M, so ₩320M. Bogeumjari: the two-child income line of ₩90M is met, and the limit is the smaller of ₩360M and ₩385M, so ₩360M. That is ₩40M more, at a higher rate.

What to know before applying

  • Only one at a time. As a rule you can hold only one policy mortgage. Switching later requires checking refinancing conditions.
  • Owner-occupancy. Both programs require you to move in and actually live in the home within a set period. Breaking this rule, or buying another home, can lead to the loan being recalled.
  • Which year's income counts. Usually the previous year's income documents are used. If you changed jobs or took leave, ask which documents are accepted.
  • Which price counts. The lender may use a market quote or appraisal rather than your contract price. Be careful if your contract sits right at ₩600M.
  • What "first-time" means. You and every member of your household must never have owned a home. If you inherited a partial share, check first.
  • Timing. Screening takes time, so apply well before closing, and discuss with your agent whether to add a clause cancelling the contract if the loan is refused.
  • Acquisition tax relief. First-time buyers may get an acquisition tax reduction. Check the tax calculator and Find government support.

How much does the rate gap really matter?

Borrowing the same ₩320M for 30 years costs about ₩1.44M a month at 3.5%, and about ₩1.58M a month at 4.3%. Over 30 years that adds up to tens of millions of won, so if you qualify for the cheaper program, start there. Bogeumjari's real advantage is stability: the rate is fixed, so if you worry about rising rates, it can be more comfortable than a variable-rate bank mortgage.

Frequently asked questions

Q. I'm single and under 30. Can I get Didimdol?

No. Single heads of household under 30 are excluded from Didimdol. Look at Bogeumjari instead, and check again if marriage or a birth changes your situation.

Q. Can I use Didimdol and Bogeumjari together?

As a rule, you can use only one policy mortgage. Compare the limit and rate, choose one, and cover the rest with your own funds.

Q. Can a one-home owner use Bogeumjari?

Yes, on condition that the current home is sold within two years. Didimdol is only for homeless heads of household, so one-home owners cannot use it.
